Man Fatally Shot by Police in Portmore on the Night of the General Election

While much of election day on Wednesday went incident-free, in the late hours of the night, a man was fatally shot after he allegedly challenged members of a police team in Portmore, St. Catherine.

The deceased. Horace Romaine Dish, also known as ‘Jesus Fresh’, was a resident of Southboro, Portmore. According to reports, the police team was conducting an operation in the community at approximately 10:15 p.m. when the shooting occurred.

The officers went to 25 Cent Lane, where Dish resided, and he allegedly confronted them when they attempted to apprehend him. Dish reportedly pulled out a firearm during the confrontation, forcing the officers to take evasive action and open fire on him.

The injured man was transported to the Spanish Town Hospital, where he was pronounced dead by the medical staff. A Glock P80, fitted with a magazine containing four 9mm rounds, was reportedly seized at the scene of the shooting.

The Independent Commission of Investigation (INDECOM) is currently probing Dish’s death. Per statistics provided by INDECOM, 214 police-related fatal shootings have been reported since the beginning of 2025.

Four fatal shootings have been recorded so far in September. In addition to Dish, two men, suspects in the abduction of an elderly man, were fatally shot by the police during an alleged confrontation this week.
